The story begins to Harthover Place a grand country house where Tom is sweeping the chimneys with his master Grimes. When Tom jumps into a stream to clean himself he is turned into a Water Baby the fairies and enters an undervater world of magical adventure in which he encounters Mrs Doasyouwouldbedoneby and her Golden Rule and discovers the beauties of nature and of the spirit.
